ARTICLE 12. ACTIVE SUBJECT. The active subject of the Unified Property Tax is the Municipality of Madrid, the territorial entity in whose favor this Tax is established and therefore who has the powers of management, administration, collection, determination, discussion, refund and collection, in addition to the other actions that may be necessary for the proper exercise thereof.
ARTICLE 13. TAXPAYER. The owner or possessor of properties located in the jurisdiction of Madrid is the taxpayer of the unified property tax, and the owner and possessor of the property shall be jointly and severally liable for the payment of the tax.
Paragraph 1. In those cases in which it is required in order to verify the exempt status of these properties, the Municipal Tax Authority together with the Secretary of Urban Development and Housing or whoever is acting as Municipal shall carry out verifications in order to certify such status.
ARTICLE 41. TAXPAYERS. The taxpayers of the industry and commerce tax are individuals, legal entities, de facto partnerships and those in which the taxable event is carried out, through consortiums, temporary unions, autonomous patrimonies, consisting of the exercise of industrial, commercial, service and financial activities in the Municipal Jurisdiction of Madrid.
